Disability affairs council to hold training on disaster preparedness for persons with disabilities

TACLOBAN CITY, Leyte, April 17 (PIA) - The National Council on Disability Affairs is set to conduct training on disaster preparedness for persons with disabilities in Hilongos, Leyte on April 22.

Acting Executive Director Carmen Zubiaga said the NCDA is spearheading said activity in partnership with the Civil Defense Action Group, Metropolitan Manila Development Authority and the municipal government of Hilongos, Leyte, in order to address specific needs of persons with disabilities and sensitize the people in handlng persons with disabilities during disasters.

Director Zubiaga described the activity as a community-based training on the inclusion of disability dimension in disaster preparedness, rescue and rehabilitation in selected barangays in Hilongos.

Persons with disabilities, barangay residents and representatives from government and non-government organizations have been invited to participate in the training which include actual drills, will be facilitated by resource persons from MMDA and CDAG, Director Zubiaga added.

Meanwhile, Mr. Mike Limon of NCDA, said that the undertaking aims to promote the rights-based approach in addressing the needs of persons with disabilities in times of disaster, natural calamities and other emergencies in line with the country’s obligation to implement the United Nations Convention on the Rights with Persons with Disabilities.

The same activity also aims to develop an information material on the inclusion of disability in the disaster risk reduction management program in partnership with the UN that commissioned a group of film makers in London. They will document actual drill exercises and some parts of the lecture discussion during the training, Mr. Limon said.

The UNCRPD along with the Inchon Strategy to “Make the Right Real” for persons with disabilities in Asia and the Pacific has set insuring disability inclusive disaster risk reduction and management among its member-states as one of its 10 goals. (PIA 8)
