Background

People with disabilities have difficulties moving, hearing, seeing, communicating, receiving information and need specific support related to their disability in their living environment. People with disability make up 15% of the world’s population and up to 20% of the people living in poverty in developing countries. Disasters place people with disability in increased state of vulnerability. Emergency situations create additional barriers for people with disabilities, in a number of ways including difficulty in accessing emergency assistance available to the rest of the population. In addition to this, many disasters leave many with newly acquired disabilities. For every 1 person killed in a disaster, another 3 are injured or left with a permanent disability. The emotional and physical impact of this cannot be underestimated and is often compounded by the way in which emergency response are implemented, where people with disability tend to be invisible from accessing emergency support, excluded from programs, and are general further marginalized from the rest of the population.

The adoption of the UN convention on the Rights of persons with Disabilities (UNCRPD) was a significant step to recognize the responsibility of countries that have ratified the convention to include people with disability in their international development efforts. Article 11 of the UNCRPD specifically relates to situation of risks and article 32 to international cooperation[1].

The sphere project makes explicit reference to people with a disability as a vulnerable group with key actions and provides standards for disability inclusion as well as some guidelines exist in term of accessibility to emergency shelters – temporary settlements. These standards highlight the need to adapt the environment according to the needs of the affected population in term of access to shelters and other public facilities and are often applicable in development projects as well as in emergency settings.

Handicap International is one of the key agencies which has looked at designing facilities and services to ensure adequate physical accessibility. As implementing agency Handicap International is working notably on inclusion and disability develop projects through a global approach. In addition Handicap International is having technical expert to advise mainstream organisations on accessibility of shelter, construction and reconstruction.

CBM is a disability and development organization, whose aim is to ensure inclusion of persons with disability in all humanitarian and development projects. CBM works with partners to develop their capacity to ensure that all shelter, construction and reconstruction are accessible and inclusive of persons with disability. One of the key sector of work of CBM is to develop and disseminate tools and guidelines to facilitate work of mainstream organization in including persons with disabilities in their specific sectors.

The International Federation of the Red Cross Red Crescent established shelter and settlements capacity 2006 to support the membership in delivering on its commitment to take up a leadership role in shelter. The goal of the shelter and settlements global plan is to improve the lives of vulnerable people by reducing the impact of and vulnerability to disasters through the development and effective use of Red Cross Red Crescent capacities and resources in sheltering. This is in support of Strategic Aim 1 of Strategy 2020, to save lives, protect livelihoods, and strengthen recovery from disasters and crises.

The activities to be undertaken through this project will primarily contributing to Outcome 3, defined in the long-term planning framework as “the IFRC and its membership have the operational and technical support to provide an appropriate shelter and settlement response whilst strengthening local capacities”.

Main purpose of the consultancy

The objective of this partnership will be to support the National Societies through provision of appropriate technical support in providing comprehensive guidelines and tool consolidated and used for the inclusion of disability in shelter programs during emergency situation

The Red Cross movement has a long experience in assisting affected communities and individuals and in most of the cases National Societies are the first responders exposed too, evaluate and to respond to the needs of affected population in emergency situation.

At present the National societies do not have the tools and skills to properly address the needs of persons with disabilities, therefore a quick access tool should be developed to ensure that assessment includes people with disabilities and that people with disabilities are included in the programs of assistance.

The aim of this project is to develop practical tools, guidelines and training component for the inclusion of disability in the assessment, programming and implementation practices of emergency shelter/settlements programs.
