BHUBANESWAR: The State Government has decided to issue national disability certificates with Unique Device Identifier (UDID) to persons with disabilities (PwDs) without any restriction on the percentage of disability.

Sources said training of all Chief District Medical Officers (CDMOs) has been completed on the use of Centre-sponsored UDID software for issuing certificates in all cases of disability.

While six lakh PwDs have been issued the national disability certificates so far, now the certificates will be released with UDID for which Health and Family Welfare Department has been asked to share online data of such persons submitted previously for the issuance of disability certificates.

Decision has also been taken to issue the certificate of autism by specially constituted State and District Autism Boards comprising trained professionals. This would be taken up on a priority basis and the certificates issued in a time bound manner to avoid inordinate delays.

An official said the authorities of VSS Medical College at Burla have been asked to make the Appellate Medical Board functional immediately. The boards have already been constituted in SCB Medical College at Cuttack and MKCG Medical College at Berhampur, he said.

On health and sanitation front, all the CDMOs have been directed to provide appropriate information and healthcare to PwDs regarding sexual and reproductive health and family planning.

They have also been asked to provide free healthcare to PwDs under the BPL category, barrier free access to all parts of the hospitals and healthcare institutions, create awareness on the causes and prevention of disabilities and scrutinise all children at least once in a year to identify ‘at-risk’ cases.

The CDMOs will also facilitate training programme to hospital staff on disability, take measures for disability prevention through pre-natal and post-natal care of mother and child, provide emergency medical services and life saving treatment procedures to PwDs and ensure healthcare during disasters and situations of risk to PwDs.

Meanwhile, the Health and Family Welfare Department has been asked to issue evaluation guidelines about penalisation of doctors who issue fake disability certificates as in Karnataka, Maharashtra and Tamil Nadu. Instruction has been given to book those doctors under the IPC.
