NDIS: ad campaign for $22 billion disability reform scrapped ahead of launch

Disability advocates fear that information about the National Disability Insurance Scheme will not reach thousands of potential participants after the federal government dumped its ad campaign six weeks before the introduction of the $22 billion reform.

The government scrapped the $14 million advertising campaign as part of a $66.7 million federal budget measure, diverting the money to the NDIS savings fund, which will contribute to the future costs of the scheme.

The National Disability Insurance Agency, which administers the scheme, is already promoting it through the social media hashtag #ndisready and community meetings in areas where the scheme is being launched.

Advocacy director of the NSW Council for Intellectual Disability Aine Healy said some people with a disability and their carers do not use social media and those who do are likely to already be informed about the NDIS.

"A social media campaign definitely won't reach a lot of the community," she said.

"If they're doing any sort of targeting on people that like or follow any page to do with disability ... the chances will be that they're preaching to the converted because people use Facebook to engage and seek, so those are the types of people that will already know about the NDIS."

Ms Healy supported the idea of community information sessions but questioned how they would be promoted and run.

"If the local information sessions are accessible for people with intellectual disability, such as having easy-read materials, practical ideas and peers as educators, then we would welcome those," she said.

Under the NDIS, the number of people receiving disability support in NSW will increase by more than 50 per cent.

NSW's opposition spokeswoman on disability, Sophie Cotsis, said people who could potentially benefit from the scheme may miss out due to lack of information.

"The NDIS will see the number of people receiving disability support in NSW increase from 90,000 to 140,000," she said.

"That means there are 50,000 people with disability in NSW who need information about how the NDIS works and how they can access it."

Victorian Disability Minister Martin Foley also criticised the move, accusing the federal government of axing "a vital information campaign for people with disability at its most crucial time".

NSW Disability Services Minister John Ajaka said the NSW Government would develop a state-based information campaign which will involve people with disabilities and their carers.

The NDIS will be introduced progressively over the next three years, with the full roll-out to start on July 1.

A spokeswoman for Social Services Minister Christian Porter confirmed the federal government had scrapped its advertising campaign, saying the NDIA was capable of promoting the scheme.

A spokeswoman for the NDIA said the agency held more than 1600 information sessions in 2014-15 and would continue as the scheme rolls out.
